minority leader mitch mcconnell, but senato harry reid was very involved in all this, and the hold up for the last six some hours this evening, the republican leader, senate minority leader, mitch mcconnell, and the white house had fundamentally come to an agreement on principle, and there was this stall in the talks for the last hours tonight. it was because democratic leader harry reid was refusing to give in on some points that were very important to the democrats. and so he's won some concessions, and that should help make the vice president's sell even easier tonight. you know, there are some people saying, look, don't say we have a deal until you know, everyone signs on inside that room. now, what we know is that there is a deal in principle between reid, mcconnell, and the white house. that is the major hurdle they had to overcome, and it's now all but the selling, and of course, the voting, wolf. >> they have to draft it and put it in a form of legislation. dana bash is our senior congressional correspondent. is there anything else, jessica, you wanted to add before we bring i

-to-face negotiations. democrats say this is simply a ruse, mitch mcconnell trying to go around harry reid, the democratic leader here and appealing to joe biden, trying to make it look in democratic estimation as if republicans are going the last mile, but, look, we're stuck. we're nowhere at this point. there was a major setback earlier. you mentioned it, the so-called chained cpi. a lot of people tweeted me and said what the heck is that? simply a revised way of adjusting cost of living increases to social security recipients that would in effect lower the growth of those payments, lower the rate of inflation, lower the cost of living increase most times. republicans have evidently put that on the table. that was what really got these negotiations to a standstill. they emerged from their lunch, did republicans, just a few minutes ago, and it's clear it's now off the table. it's a dead letter. unclear whether that's going to help move these along in any way, shape or form. harry reid, before his closed door luncheon, said he was still cautiously optimistic. hard to see from our perspecti

the democrats. people wonder why we operate on government by deadline. because harry reid has made the cynical, cynical move of not passing a budget through the united states senate over the past several years. it's deeply cynical because the budget shows what your priorities are. harry reid doesn't want the american people to know what the senate democrats' priorities are, so they just don't pass budgets. now, what usually happens is, you have a budget every year. the senate passes their budget. the house passes their budget. they go to conference. we all saw -- we all saw i'm just a bill, yes, i'm only a bill. i'm living here on capitol hill. harry reid, obviously -- he was doing a chicken fight or something while that was going on. he missed that. the senate has been negligent for the past several years. and that's why we have this government by deadline because democrats in the senate will not pass a budget. >> the problem with government by deadline, two things. one, as we saw yesterday, the republicans were the ones who put themselves in a position where if you didn't move forward, they

. senate majority leader harry reid is trying to determine what kind of bill he can get through the senate with limited republican support. meanwhile, governor neil abercrombie of hawaii tonight announced that lieutenant governor brian schatz is as fit to feel the seat of the passed senator daniel inouye. he will leave hawaii for washington tonight and is expected to be sworn in sometime tomorrow afternoon. the democrats are wasting no time in the event harry reid needs the vote to avert the fiscal cliff. but the house? a different story. speaker john boehner held a conference call with republican leadership today, and basically decided to do nothing. there are no immediate plans to return to washington. even as that decision is made, how members have 48 hours to get there. house republican leadership released a statement today reading in part, the house has acted on two bills which collectively would avert the entire fiscal cliff if enacted. those bills await action by the senate if the senate will not approve and send them to the president to be signed into law in their current form. the

connell is at the capitol and assuming he's in contact with harry reid and their staffs are going back and forth. the question has been every single day we've been into these negotiations. what is the threshold that republicans are willing to take to avert the fiscal cliff. there's their 400,000. so everyone who makes $400,000 their taxes would stay the same. would that be acceptable. if there is no deal to be reached we do know that harry reid will try to move forward on monday with the bill for those making $250,000 or below. so that's what we need to see how it will work there. there are types of sweeteners they can do. mitch mcconnell is a tough place and this is the underreported part of the story. he has to figure out a deal that gets through the senate and doesn't make john boehner look too bad in the house and there are a lot of conservatives in the house that don't want to do any type of deal that would raise taxes on anybody even though they'll go up on the entire country the first tax hike in 20 years after monday night. >> and one would also assume that mitch mcconnell would have to

assume harry reid is here and their staffs are going back and forth. i spoke to one aide who said don't expect for any details to leak tonight. they'll be closed-lipped about this because the idea if anything does leak out it gives more of an opportunity for folks on either party to kill a deal if they don't like what they hear. some sort of a agreement will be announced tomorrow when the house is back in session and the senate is back in session and they can go back to say hey, this is the best opportunity. as far as the likelihood of this kraig, things have not been going well and there's optimism here and there and things are fluid like kristen says and it will be the final deal, but what we do know is these folks on capitol hill are very mindful of the damage that can be done to the economy if nothing is brief. we've had five down days in the stock market and we're preparing the country on tuesday for the first tax increase in 20 years, and i think finally at the end, that's starting to resonate at least with some of the elder members of both sides hence why we're even here on a s

it not for harry reid. harry reid has told us so many stories of his youth and his background in that tiny town and what brought him to this station in life today. i almost feel if there were a town or high school reunion i could attend it with harry and look around and recognize a lot of people there, because i've certainly heard stories about his youth and the people that had a dramatic impact on his life from the time that he was growing up in searchlight, neff. we know he came from modest circumstances. his family grew raised him in a very small home without indoor plumbing. he attended a two-room elementary school in searchlight, nevada. as a child, senator reid's father was a hard-rock miner and his mother took in laundry. he says of his parents that his father gave him quiet and his mother gave him confidence. opportunities were scarce in searchlight, but harry made the most of what he had. his book "the good fight" has a great opening prar that i'd like to -- has a great opening paragraph i'd like to share because it says what life must have been like in the town of searchlight. harry w

are expecting to hear from republican leader mitch mcconnell, maybe even senate majority leader harry reid, as of now so far as we know there is no fiscal cliff deal, but negotiations primarily betweens those two men are going on even as we speak or between their staffs. we're hearing a new sense of optimism from some senate members who believe they might be able to pass some kind of minimalist package that would keep tax rates from going up on the majority of americans. i want to go to capitol hill and cnn's senior congressional correspondent dana bash. dana, is that the sense you get that somehow we should be optimistic about whatever it is that's going on? >> you know, as we talked about before, you definitely get a feeling or the atmosphere here is that there is progress being made but in the same breath, but, there are still thingsing to worked out. as we wait for what we generally see when the senate opens which is the pledge of allegiance, a prayer and so forth, if you see the bottom of your screen, i'm not sure if you can see it, white hair, that is harry reid, the senate majority

to the senate. staffers and a majority leader harry reid, minority leader mitch mcconnell are trying to negotiate a scaled-down debt deal to avoid some of the fiscal cliff and take other major decisions on taxes and spending to the future. again, in an afternoon white house meeting president obama pitch a debt plan he had outlined a week ago, prevent a tax increase for income of less than to an effective thousand dollars per year and extend long-term unemployment benefits. senate leaders are using that framework to try to craft a proposal to pass both houses of congress. aides say it would likely increase the threshold for tax increases, reversing massive pay cut from medicare doctors, and elections of millions of americans to avoid paying the alternative minimum tax. an increase in the debt ceiling is not part of the discussion. that is significant development for house republicans who won any increase in the borrowing limit it accompanied by an equal amount in spending cuts taking the debt ceiling of the table making it much easier for the scaled-down version to be negotiated. from
